The choice of a new superintendent for the state-run Jersey City institutions has been a controversial procedure, to claim the least. The board worked out on former Delaware schools superintendent Marcia Lyles last month, the procedure that led to her selection has come under analysis after revelations of a secret conference last May that consisted of Councilman Steve Fulop, 2 sitting Board of Education members, two board members-elect and also acting Education Commissioner Christopher Cerf.
